Resilienceapac – Call for Tobacco control reform is growing louder in the Philippines, as public health advocates urge a shift toward evidence-based policies. The Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA) is calling on President Ferdinand R. Marcos Jr. and the Department of Health to move away from ideological approaches and adopt strategies grounded in science and international best practices.
CAPHRA emphasizes the need to recognize tobacco harm reduction as a vital part of public health policy. Instead of relying solely on prohibition and taxation, the group encourages regulated access to safer alternatives like vaping products and heated tobacco, which are proven to significantly reduce harm compared to traditional smoking.

The second call for tobacco control reform from CAPHRA highlights the failure of current strategies to substantially reduce smoking rates. According to the group, the Philippines risks falling behind regional neighbors unless it adapts its policies to reflect modern health science.
Countries such as the UK and New Zealand have already implemented harm reduction approaches with notable success. CAPHRA argues that adopting similar models in the Philippines could help lower smoking-related illnesses and deaths. While offering adult smokers safer alternatives without resorting to criminalization or stigma.
The third and continued call for tobacco reform aligns with wider regional goals focused on innovation and health system resilience. As Southeast Asia pushes toward achieving Universal Health Coverage and better health outcomes. Health advocates are urging the Philippines to update its stance on tobacco control.
By listening to international research and expert recommendations, CAPHRA believes the country can adopt a more balanced, health-centered strategy. Reforming tobacco policy is not about encouraging nicotine use it’s about reducing harm and improving lives through pragmatic, evidence-driven action.
